8860 USB Odd Signal

Caught this one in progress at 0900z on 8860u:

I fiddled with the filter widths and other settings to try to get the signal better, so you'll hear some audio changes.

It dropped off as of 0908z, but it's back up now as of 0912z

Anyone have any idea what this is?

Mike, I was able to remote into a Japanese SDR to hear it best. It sounds like a busted digital mode. At first, it sounded like hand-sent CW but it's too consistent to be hand-sent. It looks like 8861khz is a Russian Volmet frequency. It could be something on their end but hard to say. Either way, something isn't transmitting well. I could hear it locally but just barely. Considering you're hearing it as strongly as the Japanese remote I'd suspect it's Russian.

It's CW, with a terribly unstable transmitter. I can copy the letters and numbers.

Caught this one again on about 8862 usb about 10 minutes ago at 1000z. It amazes me that the intended receiver can actually work with such a transmission.

I may be a bit off on freq--it was by ear.
