Without a bit more detail any answer is a guess at best.

Are you talking about the signal that comes on for a few seconds every 7 or 8 seconds? If so it is a pager system at the Twente University, the actual frequency is 26950 kHz. It is mounted physically close to the antenna of the SDR there, and causes images scattered all up and down the HF spectrum.
