Does and one have the freqs. for the ice cutter station in Cleveland when they are on the lake?

the first numbers are channel numbers then the frequency

CG has moved to their own Gov't Freq VHF and UHF channels - outside of the VHF Marine
Try the ones here in the Wiki

Don't know about the ice cutters specifically, but I did hear (and see) USCG boats on the Marine VHF freqs while at Edgewater this summer. They were fairly active.

Both use ENC but are often in the clear

so they are on UHF and VHF, but are Encoded. Is this the same for Fairport Station?

Your Mileage May Vary (YMMV) as to the use of ENC

Ships are generally on the VHF
Aircraft seem to be VHF/UHF
