I keep hearing in London a very clear signal on 147.5100 of someone calling CQ however i cannot find in the radio reference database. Anyone know the info on this channel ?

what it is, frequencies, tones ect. ?

Looks like you've found a simplex channel.

Have a look at this list;

These are the frequencies reserved for simplex in the RAC bandplans (the "channel numbers" are arbitrary). 
If PL (CTCSS) encode/decode is required, use 114.8 Hz.

1   - 146.415
2   - 146.430 May be in use as repeater input

4   - 146.460 May be in use as repeater input
5   - 146.475
6   - 146.490
7   - 146.505
8   - 146.520 National Calling Frequency

That's not a complete list of 2 metre simplex, could find activity on many other channels
such as 15kHz splinters in the 147 range (147.525, 147.555 etc.) and in the 144-145 range.

Yeah, definitely amateur radio 2M simplex. Kind of odd that they wouldn't be calling CQ on the accepted calling frequency 146.520.

I'm guessing it's a remote base on a different frequency or something similar.

Since both of the frequencies are simplex frequencies, do they have IRLP or Echolink connected to them?

If your referring to remote base, I take that as something far different than IRLP or Echolink.
