Keep getting a strong identifier and key ups but no one talking, not even data burst

The closest repeater can find is Service Electric Cable at one point they did use this frequency but now all MotoTrobo radios.

Also picking up East Stroudsburg School DPL627 pretty clear on most days.
Curious if anyone else has this logged.
