Actually, it's one of the nationwide interop frequency/tone sets. Specifically: UHF INTEROPERABILITY - U-TAC 1A.

Could be anyone, but likely a county who is on UHF like Bedford. You also won't find a license since it's an interop channel.

I did an FCC search for him for 25 miles around his zip code yesterday. Adams County and two commonwealth entries popped up. I could be from further out than that.

It is doubtful that it is Perry. I really can't pull that frequency in when I am down here in Harrisburg, let alone down in Franklin County. Plus, they never talk about parking and bingo because that is a patch to the their main low band fire and EMS dispatch.

The Inter-Op channels in this area seem to be used for almost anything.
I hear activity on 453.4625 almost daily. It seems everyone who has a UHF
radio has programmed these channels.
The local fireman's carnival used it for parking this past summer, there are
several mobile repeaters used by county fire police units and other misc
users. It is going to get interesting when some counties start using it as intended
for inter-op operation.

Some users with active licenses:
WQDD826 Maryland State Police 100w FB Hagerstown, Md
WQDD992 Maryland State Police 100W FB Middletown, Md
WQDE529 Maryland State Police 100W FB Frederick
WQGZ447 Washington Co, Md 50W FB2 Lambs Knoll
WQIE496 Pennsylvania, State of 165W FB2 Fulton Co. Bedford Co. Blair Co.
Centre Co. & Huntingdon Co.
WQIE500 Pennsylvania, State of 165W FB2 Anderstown, Shrewsbury, Harrisburg,
Bif Flat, Ellendale, & Port Royal
WQPF829 Maryland, EMA 100W FB Jefferson
WQRC257 Adams, County of 100W FB2 Under construction. Not on air (Yet)
WQRV585 Maryland Do-It 100W FB2T Statewide
WNHN661 Berkeley, County of (WV) 100W FB2 North Mountain, Hedgesville,, &
Martinsburg.

Have not heard the local Pizza delivery guy yet, but everything else shows
up Inter-op has become the big dumping ground for whoever feels they need
a channel to communicate.

I have caught PennDOT folks several times on the 8TAC repeaters doing traffic control...why not, it works better than the simplex channel they'd use otherwise! Ha. I think you nailed it, though.

That makes sense indeed because I do remember monitors in the Philly area reporting SEPTA PD using UTAC channels as talk around a couple years back.

Ben, I picked up activity that sounded like traffic control on one of the 8TAC channels back on July 31st up in Wyoming County - must have been a Penn DOT crew as I do remember running into lots of construction activity that day up there.

In a similair vein, I have heard AzDOT and Sheriff's deputies here using the VTAC's for informal car-to-car comms, off of their respective trunked systems.

I keep a scanlist exclusively for interop. You never know what you're going to hear. (And don't forget to include the 700 MHz low power/itinerants, at the bottom of the page here: Public Safety Scanner Frequencies and Radio Frequency Reference )
