Cap+ help

I have notice a analog system still have some users but I see Cap+ DCC 1. I don't hear no voices but the noise comes on than off. Is this means they are putting up and testing? I also don't see a site on the info here is the picture I took. The word "Rest" moves up and down.

Looks like much of that is the 'control channel' burst and maybe a keyup on the next to last set.

Doesn't look like any voice use based on what your screen is showing.

Rest channel beacon is likely the noise.
