I've been seeing more of these shotgun approaches to emission designator licensing. The frequency coordinators charge the same fee if you request one emission type or a dozen so there's no incentive to only request what's actually in use..

If your license gets granted and you want to add a new emission type in the future you get hit with coordination fees again, so it creates another reason to just request everything under the sun to future proof the license.
