Let's watch the terminology here - rebanding strictly applies to shifting 800 Mhz frequencies, and isn't what you're really asking, and unfortunately the answer is no. You can't make a receiver reliably receive on a frequency for which it isn't designed.

Aside from that, it would violate the FCC Type Acceptance for the receiver.

OK. It would likely violate DOC approval. :)

Maybe try to find that Google hit again.

This version of Win96 does...

Version 1.25 2003.10.03 12:45 PDT

Added options to the Edit menu that allow sorting channels and talk group lists
Added an “extended frequencies” option, which seems to enable some sort of hidden test mode that allows all frequencies except cellular. Frequencies can be sent from Win96, or can be entered directly on the scanner’s keypad (including in SR6 – Limit Search).
Addendum: Some ranges still appear to be "blocked" by the scanner. Here are the ranges that seem to be "opened" with this feature:
17 - 25
54 - 108
225 - 406
512 - 550
764 - 806
960 - 1240

It was also available on ARC96.
My Pro2096 seems to work fairly well with these extended frequencies

Although this wouldn't help the OP

Approval is for the initial application by the manufacturer. What happens after that has nothing to do with approval.

No, any modification will void the approval. Don't take my word for it - just ask the FCC (or DOC). The single exception is modification for use in the Amateur Radio bands.

Although this wouldn't help the OP

The OP's question had nothing to do with the 96, and besides, once again, this has absolutely NOTHING to do with rebanding.

Additionally, and not to go too far OT, just because you can open these freq ranges up doesn't mean the radio will actually hear - if at all - in those ranges. There's a lot more involved than that...

Mike: That post does, however, reference expanding into bands not originally included in the scanner (albeit the caveat is that the RF performance might be sub-optimal compared to a receiver designed to cover those bands).
