Well i wanted to know why i cant pick up other cities like rockledge and melboure from titusville...and also wanting to know the brevard county fire districts and how they are split up...

3 new sites are now online....Barefoot Bay...Mims and Cocoa...01H and new sites are...0FH..according to the 536HP. .anyone know?

I put the Cocoa site in a 396XT and get a CC on 853.350 MHz but it will not track any voice channels.
Listening to the other frequencies as conventional I get some voice channels but I think that is because they are actually frequencies that are part of the Titusville and Rockledge sites.

Here is what the RR database has listed and many of the new sites frequencies are already part of the original four sites.
I don't think an EDACS system can share frequencies among its sites???

they are getting ready to switch over to a P25 Digital System...the systems have 2 different System ID's

Brevard County P25 Migration a LONG WAY Aways

I actually called into the radio communications manager at Brevard's EOC center and asked about their migration to full P25. The woman I talked to said they were years if not a decade away from full migration! I have seen recently they've added in 3 more sites to the system, although no traffic has been heard I assume since they are still testing. (Kudos to the EasternCentralFloridaScannerPage for all the updates on the eastern coast radio systems. Here in St Lucie County, I listen in and couldn't survive without your page on both SLC and Brevard county's frequency tables and talk group listings)

From what she said, the allocated money set aside for this enormous radio system migration is just not there across the board in all participating departments.(Which seems weird if they've been planning this migration for years.)

Going to Florida Institute of Technology for Software Engineering, I listen in to the Palm Bay site and hear all kinds of craziness on their frequencies. From the looks of it, it seems as though they are slowly getting the infrastructure in place for whenever they finally switch.

There is an interesting thought I provoked one day however...

What if Brevard is twiddling their thumbs until Harris' statewide SLERS contract expires in 2021??? Could they possibly hitch on to whatever vendor and manufacturer is selected to replace the aging SLERS EDACS W/ESK system used by FHP and FDLE as well as multiple counties across the state?

Knowing that Harris is based out of Melbourne, I didn't think this was a possibility of occurring with Brevard's deathgrip onto Harris technology since 1990 when their system was first installed. However with Brevard being so large, could they possibly integrate with whatever NEW SLERS is procured after 2021 and save money in the long run?

Any thoughts???

Here is some exerts I found from February 2015 Board Meetings:


[highlight]Ms. Prosser stated the 800 MHz Radio System, the radio system used by all public safety agencies, the Sheriff's Office, Brevard County Fire Rescue, and every city fire and police departments; they have user agreements and accounts for 56 different agencies; with the expansion of the system, radio coverage will be expanding via new towers; they are replacing obsolete equipment; and by moving to a digital system, it will improve capacity and capability, as well as regional interoperability.

Ms. Prosser stated four towers is where they started and at the end of the project they will have nine towers; they will have digital voice and encryption at dispatch level and Countywide; and they will be eliminating interference from other counties on that radio system. She stated they had a very unbalanced traffic load as far as people having to wait and being able to talk on their radios, so agencies will be working out of their geographical areas and the load will be more balanced; they will have more up-to-date building codes, which is better for the structures; and they will have much better coverage north/south beach and east/west corridor.

Ms. Prosser stated it is good timing for a new EOC because of the 800 MHz upgrade as the current upgrade and expansion of the System to P-25 compatible will be complete in one year; when that happens city communications centers will need to purchase new radio consoles; and cities considering co-location of their dispatchers with Brevard County Fire Rescue, Brevard County Sheriff's Office, or contracting for those services would likely prefer to make that decision prior to purchasing new radio consoles..[/highlight]


1. This is interesting because they talk about in the first paragraph about moving to a digital systems but in the third paragraph say to a P-25 compatible system. So what digital system is P-25 compatible that's not P25 that there moving to from EDAC?

2. They state the upgrade and expansion of the system to the P-25 compatible system, in the third paragraph, will be complete in one year from the meeting date of February 2015

3. I noticed that it was stated "they will have digital voice and encryption at dispatch level and Countywide."

From looking at radio purchases made by each city it does not look like encryption would be used on a dispatch level as the equipment does not match the programing request by the vendor. We will all have to see. Harris charges a boat load of money to activate encryption on each radio. Also, each agency is being asked for approximately $70,000 per console for P25. there are around 40 plus consoles in Brevard County. I wonder if it will be a County wide switch to P25 or individual agencies one at a time. Harris does a good intergration between EDACS and P25.

Harris charges $0.01 to add Single Key DES to each radio. It's essentially free. Many purchasers have it included as part of the radio package.

It is usually included as part of the radio packages for the newer model radios from Harris so that might be why the FD radios for that county have that feature enabled.It however,could also mean there will be a lot more encryption planned on being used system wide and/or for the capability to encrypt any TG at any time depending on the what the situation might require.

The on the fly type of situation where they don't feel the need for the media or public to be able to monitor this or that conversation so...... "switch to secure"

P25 systems usually make much more use of encryption because of it's ease to implement.

Based on the activity that's been going on with the radio maintenance talkgroups, a change of some sort is imminent. I heard radio testing going on all the way to about 10 PM Wednesday evening.

With my abilities to monitor system loading and signal strength via the built-in FCC menus, if I had direct contact with the CI radio techs, I could have told them that the weird occasional buzz in the audio on the Rockledge site is not restricted to channel 9. I heard that buzz, which sounded like bleedover from a digital or control channel, on multiple channels. Thus, being heard on multiple channels, it's probably not an intermod issue.

I'm thinking they're about to put the remote sites online and enable full simulcasting, which should not render your current scanner profile useless. The extra sites being brought up are remote receiver sites only, as I understand it. At this phase of upgrades, the four transmitter sites will remain as they have been for years. As I understand it.

There's a good chance that more talkgroups will be moving to provoice. Which won't affect my ability to listen, as all my radios are provoice enabled. But for those with scanners, that's not such good news.

I agree with ElroyJetson (the smartest man alive) that new towers will come online in the next week or so as I have been told. Some of the smaller agencies (Cocoa, Rockledge, Cocoa Beach, beachside agencies) would easily benefit from using Provoice as smaller agencies do not have an essential need to switch towers. Thank you for the information ElroyJetson. It was pre-planned a few years ago for the entire system to go to Provoice but it was washed away to concentrate efforts for this P25!system to be implemented.

If they went full provoice today, it wouldn't bother me in the slightest as when I program my radios, I default every talkgroup to provoice. They'll automatically hear both provoice and analog that way.

One fine evening late at night I heard two of the radio techs talking on the CII provoice talkgroup, and one of them wondered out loud if anyone might be monitoring their conversation....as I was monitoring their conversation. The other guy wondered why anyone would want to do that. My answer is, why not?

I really should be working with those guys. I had my reservations about a non-moto system for a few years but the county's edacs system has been reliable and it's easier to scan and monitor safely (no transmit or affiliation) using a Harris (etc...) radio than it is to do the same thing with a Moto radio on a moto system, although that can always be accomplished, too.

If I worked with those guys I could make myself useful on the first day on the job.

But it'd have to pay well. I would not give up the sweet situation I'm in now for less money and longer hours.

Yeah, I got my radio set up the same way. Every channel progress for digital so it picks up either one. ElroyJetson, you always offer good advice and experience on here.

Some Brevard system changes are due "any day now". I've heard CI radio techs working late into the night, doing a constant stream of radio checks to make sure everything's ready for the upcoming changeover.

I know the County is upgrading the system to simulcasting, but honestly I don't know how or if that will affect any existing sites and associated voice channel programming.

I think we'll find out soon enough.

For any new sites that are being brought online, you should be able to identify the frequencies via an FCC database search, searching for 800 MHz frequencies licensed to Brevard County and then separating them by geographical location. Those licenses should be active before the switch is thrown, so to speak.

Obviously, a set of 800 MHz frequencies licensed to Brevard and at a site that's new (such as Canaveral) would likely be of interest to us. But as for what the logical channel order would be, I think it'll be a little while before anyone determines that for sure.

I wonder if the "LCN" finder functions in the 436HP and 536HP would come into use for that? I heard a lot of that testing you mentioned ElroyJetson, they are very close.
