OSP Marcs 16291

Didnt see this in the database and a search only brought up a couple 10 year old posts saying it was a patch between talkgroups.

Been picking up traffic on talkgroup 16291 between the OSP Fremont area cars and the OSP dispatch post in Sandusky.

Thats just a status bit for a talkgroup patch. Post 22 is 16288. The status bit for a patch is add 3 to the talkgroup, which in this case equals 16291.
