help with programing U.S. Dept. of Justice: Integrated Wireless Network (IWN)

I'm trying to program the U.S. Dept. of Justice: Integrated Wireless Network (IWN) into my 396xt, using Freescan.After I upload the system into my scanner, freescan shows an error, and says no custom band plan for APCO 25.I have researched, but still can't make any sense of how to accomplish this.Can someone please walk me through this, step by step, as I have no clue on how to do it.Thanks!

Is this a VHF system? If so i beleive it requires a band plan to be able to trunk track.

I'm not too sure.It's for Snohomish County Wa.I've programed the system into the scanner, again, and it's dead quiet.So I'm doing something wrong.I'm just not sure how to do the custom band plan, for freescan, with the frequency steps, and all.

I just tried to park on a control channel, and it's completely silent.Just not sure what I'm doing wrong.


Have a link to the system in question. Your lack of info, from directly answering the question limits the ability to answer your questions.

As was stated earlier, a band plan should not be required. The radio should grab the plan from the control channel and automatically populate.

Guys, you do NOT need a band plan to track the IWN VHF system. It's an explicit P-25 system and has been monitored for years now without a band plan. I'm using multiple radios to monitor the IWN sites near Portland and have never entered any custom band plans.

Brutehead, here are some sites that carry very little traffic and are not that active. Make sure the sites you are entering are actually receivable in your location. Can you hear the control channel data if you park on one of the control channel frequencies? You said you heard silence earlier. The site control channel data should display on the radio once you find an active control channel...

bruthead, all you need to do, is program it as a conventional system, then when it asks you if you want to do analog or digital, it needs to be programmed as digital, i found this out when i was asking about the Washington State Patrol........i found out they are on 154.9050, as a conventional P25, hope this helps
