Early to Mid 1970s. I got my first scanner in 1970. It was similar to that one but had two knobs instead of the sliders and the face was black instead of blue.

My friend's father bought one of these brand new in 1976 to listen to the Jersey City (NJ) Police. I suppose it was out for a few years by then, so I'd peg it to 1974. That coincides with the CB/mobile electronics boom of that time period. A short time later the synthesized stuff started coming out but were still very expensive.
Definitely mid 70's as others have posted. I bought mine at Sears. It covered VHF LO-HI and UHF. It used crystals and jumper wires on circuit board to chose band for each channel
