Scanner receiving

I have a bct15x scanner with a radioshack base antenna that i have set up. I have been receiving good from other counties that are way farther more distance then my local police dept that. I rarely hear my local PD on my scanner, and am wondering why its not receiving. But when i hear them, alot of static. I used freescan, and downloaded the frenquencies that i wanted on my scanner. But is there something that i am doing wrong ? Your asstistance will be greatly appreciated.

Im in Arizona, im in navajo county. I have been receiving good reception from my neighboring county (apache county).

Try turning on the attenuator. If you are near a cell phone tower the scanner's front end may be overloaded by the strong RF (Radio Frequency) energy field.
