Does the sheriffs dpt have zones and if so is there a map publicly accessible? at around 6:30 PM today I heard them say they were at zone 26 ecomm-13, not sure what or where zone 26 is, any ideas?

That refers to locations in their radios. ECOMM-13 is a talkgroup on Ohio MARCS.
Zones are groups of channels within the radio (usually Motorola radios), similar to banks or scan lists in a scanner. Allows channels or talkgroups to be grouped by function or user preference or what have you.
Unlike a scanner, the individual user cannot change this on the fly; it's placed in the radio during programming and is fixed. Radios for a particular user group (such as sheriff patrol units) generally have an identical zone/channel layout for consistency.
