Budget 2015 - Chapter 4.3: Protecting Canadians

The Government has already allocated 10 megahertz (MHz) of the highly valued 700 MHz broadband spectrum for public safety communications. The Government will allocate another 10 MHz of the 700 MHz spectrum to enable the creation of a Public Safety Broadband Network, a high-speed mobile network dedicated to emergency management. The Government will also provide $3 million over two years, starting in 2016–17, to take initial steps to establish the network.

Great news. Not sure which 10MHz public safety will get, since AFAIK the 10MHz that the Americans gave their public safety users (along with the common 10MHz that both Canada and US have) was awarded to wireless/mobile providers.

TL;DR - Canadian public safety users will get an LTE data system like the US's FirstNet.

Since I submitted the above post, I've done some more searching and found out that they're referring to the paired D block, which means Canada's 700 LTE for public safety will be the same as the American one. Makes the most sense, of course, but you never can tell when it comes to the government and comms rules.

The action700.ca website has some great resources on the hard work that was done by the Canadian Interoperability Technology Interest Group (CITIG) and other entities in making this happen.

If it's like any other interaction we have with Industry Canada and the Line A/B C/D treaty, there will be HIAs all up and down the border and it will be the galactic mess it is now mostly on VHF, but UHF, too. Hopefully the politicians of both nations will have commanded the FCC and IC to cooperate in mutual deployment. (Wait, they're politicians... never mind...)
