I have always wondered this as well. In doing some research online it appears Vermont is configured in such a way there is very little for State level forest fire response. According to their guide book for Town Forest Fire Wardens each Town is to have their own appointed Warden who works as a rep for the State. It does mention the State has repeaters throughout the State that are mostly monitored from Monday through Friday 8 AM to 4 PM and those operate on 151.475. Aside from that it notes State coordinators have access to most local fire frequencies.

Our local fire warden only talks with the NH mutual aid dispatcher in Lancaster. Haven't heard a thing on the ANR frequencies.
