The 250 D will not do 700 MHz Trunking. The APCO 25 cards are now actually very rare and super expensive when you do find one. It will also not do Phase 2 (TDMA) for P25.

Also the 250D and the 785D with the BCi 25D digital card only works on 3600 baud control channels the new phase 2 works on 9600 baud if I am not mistaken. the 796D works on 9600 baud systems but still will not track the 700 if I remember.

The 780xlt will not do 700 MHz, so it won't work either.
All of Blount County law enforcement, and Maryville & Alcoa Fire are on the TACN (see link above). You will need a scanner capable of receiving P25 Phase I (at least) transmissions. These include any of the new Whistler scanners (WS-1040, WS- 1065, WS-1080); Radio Shack Pro 18, 106, 165, 651, 652, 668; GRE PSR 500, 600, 800; Uniden 396xt, 996xt, Home Patrol, 436, 536. (I think I got them all). Blount County is currently operating in Phase I, and from what I've heard will not be switching to Phase II anytime soon. Currently the only agency operating in Phase II in East TN is THP, that I'm aware of. Check out the Wiki here on radio reference for more info on the difference. I'm on my phone and can't post links easily.
All other county fire departments and EMS are still on the conventional frequencies.
Hope this helps.
