Over the horizon radar can be heard just about anywhere in the HF spectrum. Some are specific, some are random, you'll have to do lots of hunting, and use your favorite search engine into it.

Keep in mind that most HF OTHRs (there are also VHF, and UHF OTHRs, even some low microwave) are frequency agile (indeed all OTHRs are frequency agile, although not all HF radars are). They use an optimized frequency to illuminate the area of the Earth they are interested in, and that frequency changes, sometimes by the minute. Some radars set on frequency for extended periods of time, others are just seconds on each freq. Some transmit continuously, some infrequently. The take away here is that there are many different kinds, and often they each are unique.

Every morning, without fail, you can hear multiple copies of the Chinese surface wave radars between 4500 and 11000 kHz, some afternoons the sky wave radars can be heard. Every afternoon, without fail, you can hear the Australian JORN radars from about 13000 kHz up. Most days you can hear one or more US ROTHRs. Often through the day you can hear the British PLUTO radar (with up to 4 active frequencies) from the base at Akrotiri, any frequency from 8000 to 34000+ kHz. Sometimes you can hear the Russian 29B6 Container radar, any frequency 6000 to ~29000 kHz. Less often you can hear the Iranian OTHR in the 10 meter band.

In addition to these military OTHRs there are many other radars to be found on HF, civilian and educational run.
