If the radio transmits then it gets it's own antenna, no easy way around that.
Scanners can share an antenna with each other using a multicoupler.
If the single antenna deal is written in stone and you HAVE to have a radio that transmits then then you are going to need antenna relays,that pretty much means a professional installation.

What if I had one antenna for radios, and one for scanners, would that work? Can I transmit on the radios if they are all connected to the same antenna without harming the radios?

Each transmitting radio should have its own antenna.
There is no easy way to share antennas between transmitters. That would require expensive and complicated equipment like antenna relays.
