The most (probably only) spotting action around SF is on the Sioux Empire Amateur Radio Club (SEARC) repeater out of SF. It is a three site linked system on 146.895 pl146.2. The club has recently started once again to have weather nets during severe weather...they stopped for about ten years.
As far as offical spotting the NWS uses local fire services. In Minnehaha they talk of Minnehaha CO fire 1 on the state system.
In lincoln county they are also on the main fire channel, but it is the analog repeater system in that county.
