Musical sounding tones on 154.4600

Is anyone else in the Northwest Valley, or anywhere else in the Valley for that matter, able to receive the musical sounding tones on 154.4600?

The transmissions are bleeding over onto VTAC-12, 154.4525, on an older scanner (PRO-2020) of mine that doesn't have NFM or CTCSS capability.

I'm just curious as to what the tones are for.

You are hearing SCADA probably from the adjacent channels 154.45625 or 154.46375.

Can SCADA be decoded, or is it proprietary? I'm specifically wondering about the hydrological/meteorological transmissions, like 169.500 that I can hear.

There's some other data transmissions that I'm curious about.

171.9250 (altho generally w/o PL) is another IFLOWS channel
also allocated to the Int'l Boundary and Water Commission over in Texas

It depends on what type of equipment and data format is used.

A long time ago the city water dept. here had a system at all the water towers that used amateur AX.25 packet radio protocol on a simplex UHF channel. I could decode the packets with my TNC but the only thing that was readable was the AX.25 callsign header line and some plain text labels of street names where the water towers were located at the end of hex data.

The packets looked like this:
