What programming software are you using and do you have a Radio Reference premium account?

You need software such as ARC500 or WIN500 that accesses the RR database and lets you send the information to your scanner from the database. You also need a cable to connect the USB on your computer to the 1/8 jack on the scanner. Do a search on RR for the cable number, as it has changed since the scanners are now being made by Whistler. It should also be available through Scanner Master.

There are three software programs available that can program the PRO-197. They are Win500, ARC500 and PSREdit500. They all come with a 30 day free trial. You would also need the Radio Shack 20-546 Programming Cable which allows you to connect your scanner to your computer.

Programming with software is much easier and faster than programming manually, However, if you want to learn how to program it manually, there are some videos on YouTube that can help. When searching YouTube you can search for any of these scanners (they're all programmed identically)... PRO-106, PRO-197, PRO-651, PRO-652, PSR-500 or PSR-600.

For example, here is a video on how to program a Conventional Frequency:

https://www.youtube.com/watch?v=xt6PexxD1Rs

And here is another video for programming a Trunked System:

Hope this helps.
