Is there any software that can serve up my rtl2832's, and stream them to a browser. Control the tuners via the browser remotely. I was looking at shiny sdr and was wondering if there is anything like it for a windows machine.

You could run rtl_tcp on the dongle machine, but the browser won't suffice for the client. You'd have to use SDR# or something similar to translate the data to audio.

There have been a lot of new servers coming up on WebSDR.org using rtl2832 radios, so you might look into getting that software package. Otherwise, rtl_tcp should work if you get the networking settings set properly. Rtl_tcp does eat a lot of bandwidth, though!
