Help programming pro-652

I'm trying to manually program my RadioShack PRO-652 scanner to receive Niagara County Public Safety System (in New York State). Whenever I try to enter one of the system frequencies, the scanner automatically changes it to something else. For example, if I try to enter 423.83750, the scanner changes it to 423.8350. Also 4 of the frequencies have a 'c' at the end, like 424.16250c. I'm not sure how to enter this into the scanner. I'm really trying to save some money by not having to purchase a programming cable and software and I'm hoping that my scanner is actually capable of picking up the Niagara County Public Safety System. Any help is appreciated.

Don't worry about the radio rounding off the frequencies. You only need the control channel frequencies,nothing more.

Enable "Flex Step" in the programming it will allow odd frequency entries.

Things like 160.23125 it doesn't like without it being enabled and will reset to standard frequencies it has as normal.

I think the splintering occurred after the scanner went out for sale.
