If they're using TRBO radios in digital mode, no.
They are 100% TRBO.
Many many businesses are switching to TRBO due to cost savings, free encryption and (probably) very good deals from Motorola Business Solutions.
If you are willing to fork out $25 then you can listen to most TRBO conversations -- as long as they're not encrypted.
