I Googled "What is Birmingham 911 District" and did not come up with anything.

I found this information attached to the FCC license. This license just was processed in July.

Greg Silas works for the City of B'ham - 911 Director. I'm guessing that since he is involved this may be a Smart Zone addition to improve coverage for B'ham and Jeff County radios. Just guessing.

These are going to be used for the statewide network.i heard but cant confirm bham has requested a grant to replace radios that will do phase 2

FWIW, Motorola doesn't even sell Phase I only radios anymore. All of the APX series are Phase II capable. Kenwood and Harris still have some Phase I only models but they are pushing the Phase II models.
