My R-8500 died and when I checked the Icom website, it is not listed as a supported model. A follow-up telephone call to Icom's service center revealed that - they no longer are supporting/repairing the R-8500.
I would recommend giving Paul, W6XA from Amateur Radio Service a call and see if he'll look at/fix your R8500. Paul is an authorized Icom repair center, and really knows his stuff.

I just sent my R8500 to Icom for repairs in May and they did great work. Must be a new development.
As for new radios being sold, I am going to assume they are probably New Old Stock (NOS) meaning radios constructed years ago but never opened. I don't think Icom has made the R8500 in years.
The R8500 is still found on Icom's website, but is strangely absent from their list of supported receivers. Universal Radio sells the government/export version, but indicates that the blocked version is discontinued.
