164.5250 P25 received in Berkeley County

Anyone know what this one is, 164.5250 P25 Phase I NAC 5E7. Received in the clear, talkgroup is 4095, radio id is 5

Is this frequency is part of a TRS? I guess it is since you mentioned a tg and a radio id were id'ed. I searched the frequency database here for all surrounding states and DC and found nothing. Further, I did a search on my Pro-197 for a control channel receivable down here in Charles Town and received nothing from 162.0000 up to 170 MHz. This might be atmospheric ducting, which is really active right now. I'd be curious what this is as well.

The only one I can find in the area that uses NAC 5E7 is the Catoctin Mountain Park near Thurmont.
