I don't follow you. The first two frequencies are listed in the Mokelumne Hill authorization in the original post, on line one and line three on the frequency list. The third is only listed in the Middletown authorization, however, the PDF attachment refers to an authorization that includes its use on the Butte Fire.

The State obtained temporary authority to operate on a pool of 151 and 159 MHz channels in between other State frequencies, with a set for each incident. The Valley Fire took three from the pool. Had either incident continued to grow (requiring additional response operations), the others would have been placed into service.
