I'd like to get a thread going for unknown federal frequencies SF Bay Area (163-174MHz and 406-420MHz). I'll start.

163.3750 / Repeater / 192.8 PL / Talk of facilities and "where's the radar gun?"
164.3500 / Repeater / 146.2 PL / low air pressure and "this is the maintenance mechanic, go ahead"

163.3750 isn't that the DoE for the Stanford Linear Accelerator Center in Menlo Park ?

164.3500 is likely another DoE as its been reported during NSSE and in IL at a DoE site

163.3750 isn't that the DoE for the Stanford Linear Accelerator Center in Menlo Park ?

Could be, it's not listed in the database.

UPDATE, looked through a federal book I have and it is listed for that.

171.9875 MHz is interesting over here at Levi's Stadium. I have seen three different NAC's in use; $167, $304 and $7CE. All confirmed by monitoring and likely not false readings.

This Set of IO's are 4 Synch'd Pairs all using $653
SF FED IO - ET, ES, EW and ED (no idea what those reference, thoughts ?)

ET - 169.6375
ES - 169.8875
EW - 170.3750
ED - 170.5625

What is an IO?

These are part of the "25 Cities Project - Federal Interoperability Channels" for San Francisco. The channels he listed are p25 VHF Multicast voted system. The IFOG manual doesn't describe these, but I suspect the two letter designator might indicate the site or the specific user/channel. There is some mention in IFOG about getting permission from the FBI before programming them.

IO = Interoperability.

I don't think you'll hear much on these since they are designed for covering the San Francisco city area. Santa Clara is going to be too far south for these to be really useful, although it's certainly possible that they could get used.

Inter-Operability, many times just listed as IO for Inter Op and/or FIO for Federal Inter-Op

Originally implemented as part of a DOJ 25 Cities InterOp
Boston was originally implemented before this using a VHF USCG Pair, used for the LNG Tanker Escorts, then moved to an FBI (Analog, then P25) FBI Patch from our T-Band Mutual Aid, now it's LE4 and LE10, with Boston Patching into their UHF and VHF (Part 90) and during events our SWIC and COML/COMT's patch as needed

The 25 Cities include: Some VHF, Some UHF, some on trunked systems:
Atlanta, Baltimore, Boston, Chicago, Detroit, DFW, Denver, El Paso, Connecticut, Honalulu, Houston, Jacksonville, Los Angeles, Miami, Minneapolis/StPaul, NYC/NJ Area, Hampton Roads, New Orleans, Oklahoma City, Orlando, Philadelphia, Richmond, San Francisco, St Louis, Tampa, DC,

What is an IO?
