Garland TRS Issues

Not confirming any of my assumptions here are true. But today I heard a lot of radio checks on Garland Trunking System. Then I heard laughing on Garland North 1, and then more on Sachse 1. Not sure what was happening. Is someone affiliating with the system maybe? They had "valid" radio IDs according to what Dispatch was saying on North. But the unit didn't respond nor on Sachse. They seem'd to not ask again for the last unit with traffic. Any ideas? Radio Checks + Random Laughter = Affiliation??

The guy who programs his radio and then keys up the dispatcher and laughs.
Who do you think i am referring to?

Oh, haha. Never mind. I heard on Rowlett 1 someone yell "FREEZE!" and then dispatch was like "751 are you 10-4?" He said "Yeah.. Did you hear that?" Dispatch said "Yes, sounded like someone said freeze.." I'm really curious if this is someone affiliating.
