Unusual traffic on STARS-VSP CPK Blue 5

At this time on TG 54 (VSP-Chesapeake Blue 5) I'm monitoring what sounds like a convoy of vehicles westbound on I-64; just passed Charlottesville. Is anyone else monitoring this? What could this be? Ideas? I am monitoring this from Chesapeake.

Upon further listening, this convoy is NOT on I-64, they're on I-81 southbound. What gave that away was discussion on which lane to travel in on 3 lane sections. There are no 3 lane sections on 64 west of Henrico County; there are 3 lane sections on 81 (truck climbing lane). Still no idea who/what they were. Last transmission I heard was about 11pm.

FYI, I-64 has been extended a few miles into Goochland from Henrico with three lanes. Still sounds as though they were on I-81 based on what you heard.

I didn't hear it, but my guess would be pre-positioning of manpower and equipment for the storm. Perhaps utility trucks with an escort? National guard?

National Guard would be my guess. They have STARs capabilities
