Weird weird weird.

Control point is the William Penn Building, which is DTI, so that's not much help.

What's very weird is not only the band, but that the channels are only licensed for 12.5k bandwidth FM, no other waveforms - so it can't be a trunked system. Can't be digital in any way, just analog conventional FM voice.

Towers at 200W, mobiles at max 40.... x~500 units.

Well, the license says it's a renewal....apparently been active since as far back as 2001.

One of the original emission types seems to be for data:
RD-LAP 19.2 kbps within a wideband channel (2013 compliant, meets data throughput requirement)

Oddly, the RRDB Sussex County listings show one of the Sussex frequencies as:
453.72500 KNNM845 BM 125 DPL Delaware Tec Delaware Technical & Community College Security FM Security

which is a valid license good until 2021.

I had these in scan rotation for many years. One of the feq's in NCC was indeed a sporadic data channel. I would guess for traffic control systems like speed limit signs on 495.

I never heard voice on any of them.
