Perry County Updates?

I know Perry County is in the process of building a new P25 Phase II System and there was a thread at one point, but I was/am unable to find it as of now. (If wrong please feel free to move to correct spot) I know that very little info was/is released by Perry County. I do have a bit of info, not official county word but, I've seen "For Sale" post(s) on some departments Low Band Equipment. Anyone else have any new information on the system?

Was originally licensed as a trunked system and approved. At the request of
Perry Co, on Feb 8, 2016 the license was changed from trunked to conventional and
granted on Feb 11, 2016.

I have not been RR for a few months with being busy at work and caring for elderly parents. I popped in and saw this post.

I am a PECO resident and have stayed in contact by e-mail with the former and current Director of PECO EMA for a few years now. In January, the current director indicated to me that it was going to be a P25 Conventional Simulcast System but that, in the interest of public safety, nothing else was being disclosed to the public at that time.

Last week, I contacted him again to inquire as to if there were anything else he could share with me and asked if the system would be monitorable with a digital phase 1 or 2 scanner. His reply was "I'm told that it will be phase 1".

I was not aware of the developments posted by W3DMV until just this morning. So, if I understand what I think this system will be, it sounds like it will be similar to the Juniata County Fire Ops 2-5? Say that EMS Dispatch utilizes 150.790. EMS dispatches and comms would be on that frequency...only it would be digital with a NAC? Similar with FD and PD.

I had follow-up questions for the Director, but I don't want to appear to be a "pest" and try to limit my contact to every couple of months.

Good to see you back on RR. Hope your parents are well.

Looking at the license, little odd things pop up. I have linked to a letter
regarding 150.790 which clearly states EMS operation and dispatch,
however, the license only has 800 mobiles licensed and no base ops.
Also, there is no pagers listed on this license so they either overlooked
it or alerting will remain on KEY986 (46.200) which has the pagers
licensed...
They have already received a 1 year extension on the build out so
things should soon be in place for a test. Deadline is Jan/2016....

License is for P25 Ph-1
P25 Ph-2
Simulcast etc.

I see no "NFM" on any frequency of the license..

Yes, I had seen that letter and posted a link to it in my FB Group about Perry County Scanning. I don't understand why they would have requested that specific frequency for EMS dispatch if they were planning a trunked radio system, which it appears to have been the initial plan based on the Radio Service type of the initial application and grant. As we know, it was later modified from Public Safety Pool, Trunked to Public Safety Pool, Conventional.

I did a lot of research the other day and 3 of the 4 emission designators do indicate P25 Phase 1 (voice, data and LSM). The 4th (PK80D7W) indicates future possible upgrade to phase 2.

So now comes a question. The only digital scanner I have is my HP-1. As it gets closer to the system build completion and testing dates, I want to be able to scan all of the frequencies to determine what is what. Obviously, it is is the type of system we suspect, the frequencies would have a NAC. Can I manually program the frequencies into a FL so that the HP-1 can scan them and determine the NAC? I do not have the Extreme Upgrade if that is required.

Disregard my question. I figured out how to go into Sentinel and create a new system. I made it a conventional system and created one department for the new Perry County P25 and added the frequencies with the audio option set to digital with the NAC search. That should do what I am looking to do.

I am following the progress of the system. I checked the FCC website for any recent entries and there were seven. Six of those were simple administrative changes. One, however, was a Modification. Can anyone clarify what exactly it means? They are removing the emission designator for 6 different frequencies on location 1. The current county radio system is low band and these frequencies are UHF. I do know that one of them is a link from the tower near my house to the county.

Dave they removed it as being a straight "FM" Frequency. Probably to change to Narrowband or P25.

They deleted the old Wide-band emission that became invalid as of 01Jan2013

And I did hear back from the director that encryption is NOT planned at this time. Glad to see that.

I don't foresee them doing encryption at the price for radio but then again, Juniata County did it on their "law enforcement" channel and the only LE they have is Sheriff that shuffles papers and probation.

Yes, encryption would be a total waste of money for a county such as Perry. I agree that Juniata encrypting Sheriff is also ridiculous. The powers that be let the vendor sucker them on that one.
