Well, you need to set the proper trunking tables for a rebanded Motorola 800MHz trunked system. That's my first guess. Let us know what scanner you're using and we can point you to some references to help explain how to do that.
Verify that you're tracking the correct control channel - 853.700 is the control channel for site 19. If you're instead tracking site 35, you won't hear Spartanburg County.
If those ideas don't help, try providing some additional detail about your radio and configuration and we'll think of some other things to check.
