What is beeping at 4.0 KHZ USB?

My AOR 8200 MK111 Auto-sets 4.0 KHZ to USB. The signal sounds like somebody beeping out Morse code, except the beeping appears to be too much the same to be Morse.

What is this signal?

This new hobby of mine is literally causing me to lose sleep, as I was about to get some, but had to go outside to get reception to record this. It does sound like a very faint A.M. broadcast mixed in with the beeping at the beginning of this - around 10 - 20 seconds in.

I saw the next reply, stating it was RTTY. Is it possible to decode this? I uploaded a clip to a public site:

You are too low in frequency. It's not 4000 it's more like 4004. And no you can't decode this particular signal as it's encrypted.

The beeping changes character as I move from 4000 to 4004, but I had no idea which was the true sound and guessed 4000.

How do you know this signal is encrypted? Can you tell from the sound, or is it known that broadcasts to this frequency are encrypted?

I pick this up also here in upstate NY, but closer to 4004 kHz. At 4 kHz, your bandwidth setting seems a bit wide.
