talkgroup 21409 avalon tower, unable to understand what he is saying. it sounds like "conversation 16"

That's more than I've ever got from that talk group.

I've only logged one RID on that group.....1025722

This RID is constantly re-affiliating with Dearborn, Lawson and Winston at all hours..and possibly other sites as well. I've logged it affiliating with a single tower as many as 6 times in an hour.

That RID is in the MO Dept of Corrections' assigned range. I believe it is a HT, which would explain the affiliating/re-affiliating.

Probably not related but I wanted to add that the radio ID was possibly "conservation". State conservation and forestry units use MOSWIN. But as this thread has headed in it's own direction I'll step away. Good day everyone.
