I would go with what has been mentioned to you as likely the answer. The FCC license is for a public safety trunked system.

With the 2 or 3 data freqs changing, and "they also vanish at times", it suggests a trunking system is in fact being used.

The data frequencies are they P25 TRS sounding ?

Are you able to run PRO96COM or Unitrunker against the data frequencies?

Thank you James,

Can you clear up some things please?

I see the SYSID is 70A for Tower 101. Can you tell me which frequency has the control channel on it please ?

I'm assuming the rest are showing up as voice frequencies, including the three that you already submitted to the database ?

Thanks again,

Can you also advise please the WACN for the system and any talkgroups with potential IDs.

Thanks again,

155.235 is current data ,,, fairly weak in bullhead city ,,, 155.2375 is stronger and grabs the data better for some reason

Those are most likely the same since they are only .0025 apart. Only 155.235 is on the license so disregard 155.2375

You should only need to program these in order to monitor the system:
155.235
155.490
155.700
159.2175
159.300

Found a document that proves to be very interesting....

Here is an excerpt from it...

"ClearTOK Interoperable Communications Radio Project:

From a Tribal Homeland Security Grant Program (THSGP) the Fort Mojave Dept of Emergency Management developed and implemented the FCC P 25 Interoperable Radio Communication Land Mobile Radio (LMR) systems for the Tribal Police Department which is a simulcast trunk fiber optic redundant system. With the fiber optic trunk system multiple “talk channels” will be issued to departments within the public safety arena and eventually to all key departments. There are (74) handheld radios and (74) mobile radios available....

The Department of Emergency Response (DER) is the grant recipient and administrator, upon completion in Sept 2014 the project will be turned over to FMIT Telecom as Owner/Operator of the ClearTOK project. FMIT Telecom is responsible for operating and maintaining the ClearTOK project.

The Tribal Police Dept operates public safety interoperable radio communications through a tribal owned VHF radio license. Coverage is with a (3) repeater site configuration at Mesquite Creek, AZ Village and AVI Casino with a dispatch center at the Police Dept and (2) portable dispatch units. Tribal Police Dept is issued (40) Handheld radios and (35) mobile radios. (See ClearTOK Manual for complete operational details). Tribal Police contract internal communications program maintenance and shall work with the Owner/Operator outside the internal operations in correcting deficiencies.

DER is the tribal emergency management department and responsible for all emergency operations and events occurring on tribal lands. DER works with all regional, state and federal agencies in emergency management. DER has (10) Kenwood analog handheld radios and (1) mobile analog radio which are operable through the P 25 gateway plan. These radios are used in conjunction with the EOC and field communications.

Talk Channel Assignments: The Fort Mojave Radio Project Committee (FMRPC) shall assess and assign remaining EF Johnson handheld and mobile radios out to prioritized intended public safety users.
P 25 Gateway Capability: The ClearTOK P 25 project has “gateway capability” meaning, internally from the ClearTOK prospective, ClearTOK talk groups can communicate with other regional emergency communication systems through P 25 “gateway pathways”.
Regional Gateway Capabilities:

Fort Mojave Fire Dept (Contracted Fire Service) (VHF)
Bullhead City HAZMAT Team (Through FMFD) (VHF)
Mohave County Sheriff Dept (VHF)
Mohave County Emergency Management (VHF)
AZ Public Safety (800MHz) San Bernardino County Sheriff (800MHz)
Clark County Sheriff (800MHz)"
