What system are they using to communicate with there dispatch. I did not see them on the P25 system.

If you'd searched in the Rail Road monitorng group, this has been discussed a lot.....
The Rail Roads are now narrow band, no specific plans to migrate en mass to NEXEDGE. The AAR has decided when they have to go to Digital, it will be NexEdge. It is used in some specific locations currently (typically yard and security/RR Police traffic).
The line traffic will probably be NB analog for many years to come
