I see GID's listed in both MARCS and MARCS-IP for multiple counties. If talkgroups are listed in the MARCS-IP system can I assume they are active and live?

IP - there are still some limited users - advise where and someone will (hopefully) give an update.
We're still using both systems. Slowly converting to the IP system. Monitor both, they are both usually coming from the same tower.
Some areas have IP entries but the organizations are still using the old system and some are using both.

For OSP, Franklin, and Madison you'll want MARCS-IP. Also for Franklin there are a couple of other systems such as COIRS and Franklin County Public Safety that are used quite frequently.

In Clark and Madison it is predominately MARCS-IP but there may be some VHF fire usage still around.
For those areas there is no reason to program any old MARCS in your scanner. Many towers are being decommissioned.
