Thanks for the info, everyone. I thought there could be some type of blanket license, but didn't know of the "license by rule".
In a somewhat related question, how likely do any of you think these channels will be used? Are any of you aware of any additional training being provided to the users of the radios so they are aware of the added channels?
As an example, a couple of years ago, some officers found a "new" channel (in their radios) they could use as a talk around, off the trunked system. They checked with a few people and found they weren't being heard by dispatch or on their scanners. Kinda funny when I called one of them & let him know their "private" channel was the NPS Calling channel. Then I had to explain what it and the other NPS channels were for....My point being, these officers were completely clueless about the NPSPAC channels, they either didn't receive the training or slept through it. I can only imagine the 700 interop channels will go mostly unused & unnoticed until someone stumbles on them.
