If you saw them on a 'detail', they are probably using that PD's channel and/or radio. The Sheriff's Department has a talk group on the MSP System for transports and use VHF for jail ops.

Some Jails use VHF, Ludlow HOC uses P25 TRS (MA Statewide Site 70).

The local PD uses VHF and at least one sheriff had a 800Mhz radio with the little antenna on the speaker mic. I try the local PD and see if anything pops up on the trunk system as well.
You must be in East Longmeadow for the Carnival. Listen to ELPD.
