I have a question, I have a Pro106 should be able to pick up FRCC? Or do I need a P25 Phase 2 scanner?

Your PRO-106 will receive FRCC. The system is Phase 2 capable, but that mode has not yet been implemented on the system.
Is that the same for Aurora PD/FD and Westminster Fire?
I am not sure about Westminister but Aurora's new system is in phase II mode and the PD side is encrypted completely.
It will receive Westminster Fire (as long as they remain Phase 1), but as David says, Aurora PD is now completely encrypted (and the Aurora system is Phase 2 except for interop channels, but that's another thing).
