Does anyone know if there are any news and/or traffic reporting services in town that can be scanned? I wonder if Detour Dan is on 450 or 455. Anyone know?

Yes, Detour Dan is monitorable in one or the other, if not both ranges. Typically, it's the same thing you'll hear on the FM broadcast stations that air him, plus a little behind the scenes radio traffic.
One or two of the TV stations also has an IFB up and running during their broadcast. 450.1375, I think, is one. (TV3?) You can hear the audio of their TV broadcast. (If you listen to it while watching the TV broadcast, you'll notice that the TV broadcast is delayed behind the IFB audio.)

Here's a few you might want to plug in and try. I've had them programmed in for a long time but have had them locked out. I offer no promises, but I do know I have heard things on some of the freqs and nothing on others. I know I have heard Detour Dan, but don't remember which freq. Likewise no guarantees that the agency matches the frequency. Good luck.

Funny story getting a bit off topic (sorry mod). About 30 years ago I was in line wearing my work uniform and the lady behind me says 'Oh, I see you work for the City, maybe you know my son'. I'm thinking to myself there are something like 10,000 City employees and the chance of me knowing someone she knows is pretty slim. She continues "He drives the tow truck and his name is (Joe Blow)". Well I'll be, yep, I knew him, I'd even talked to him a day or two before. What are the odds?
BTW, many people on here assume I worked for the Police Department - I didn't. But I did work with MANY good officers over the years and was on a first name basis with many of them. In fact one sergeant I dealt with a lot went to the same high school I went to and graduated a year before me. Although we didn't know each other at the time, we both knew a lot of the same people.
OK, I'm done, back to topic.

Oh No- I'm sure if you didn't know him personally, you know OF him by name. Knew, rather- he retired from City of Phoenix- I won't name him but he "managed" the City of Phoenix. . Shhhh! Don't say it.

Well he was the last one lol.
And I barely know him myself- not the current one, but the past one that retired. I house sat for him and he has another job, doing the same thing but in Santa Ana CA. He retired, and the City of Santa Ana asked him pretty please come be their manager, so he did. He likes it I guess as far as I know.
