The database says Phase II, but I'm monitoring with DSD+ and it's gotta be Phase I.
Is Clearwater Phase I Or Phase II?

There is two control channels one is edacs analogue the other phase two Harris P25 edacs . Pd is on the phase two everything else is on analogue edacs but will be transitioning to Phase two in the future.

Yes. That is, the majority of the time, dispatch groups are P1 and enc groups are P2.

It's a mode mixed system with both Phase 1 and Phase 2 transmissions.
