They are digital up here and can't pick them up on my home patrol scanner until the database is updated.

They are P25 and have some Encryption I work on their Sheriffs trucks.
Yes BIA uses a lot of Encryption not so much city and county as much but they do work together a lot So all the radios I figured would have the ability. Don't really like listening to blackfeet police because of that.
