Is the Tampa Port Authority's DMR radio system encrypted?

Hello all I've been listening to the above system and the voice comm's sound "half encrypted" with every third word being legible. Is anyone else hearing them or is it just on my end? Thanks, T.T. P.S. This system is under the Hillsborough Co. Fl. tab in Database.
