Yeah DSDPlus is the only real option; you will need the Fastlane version for Cap+ trunk-tracking, but you can start by playing with DSD+ 1.101 (free version) to see how it works.

But I thought Capacity Plus doesn't have a control channel? Instead, there's a rest channel that trunks around and changes frequencies?
Well the OP didn't specify which type of system he wanted to monitor, of course Cap+ uses a rest channel but you need Fastlane for Cap+ rest-channel following in any event.
