Most inexpensive way to get/make a digital trunking scanner

As we all know scanners are not cheap, Would anyone like to give me a list of what I need to make a fully functioning digital trunking scanner.

You likely could not foot the licensing fees for the decoder firmware and docs. I'm willing to bet that the actual cost would get into heart attack territory :.>>

However if you don't mind being married to a PC, Software Defined Radios can do this, with the right software. I've even seen where folks have used a USD20 stick or two to do it...Mike

I wonder if i could use a raspberry would work.
